Biography
Founder and CEO of A Breeze of Hope

Brisa is a lawyer, psychologist, and human rights activist. She dedicates her life to improving access to justice and healthcare for survivors of child sexual violence. A survivor of child sexual violence herself, she uses her story and experience to challenge the “status quo,” provide effective and free direct services, and advocate for public policies and laws that protect children and adolescents to ensure their access to justice and healthcare.
Brisa De Angulo is the co-founder and Executive Director of A Breeze of Hope Foundation. In addition, she is a member of the Lancet Commission on Violence Against Women and Children, one of the most rigorous and prestigious academic journals in the world. She is also a member of the Leadership Council of the Global Women’s Institute at George Washington University and is part of the global coalition against child sexual violence called “To Zero.”
She has 21 years of experience working with survivors of sexual violence and 25 years of working on early childhood development. Brisa’s ideas have created a notably effective impact. Her center for child survivors of sexual violence in Cochabamba, Bolivia, implements these interventions daily, serving over 500 children and adolescents each year, ensuring their access to justice and healthcare.
Additionally, Brisa is the petitioner and key witness in the landmark case Angulo Losada vs. Bolivia, a historic case before the Inter-American Court of Human Rights. The Court’s ruling in 2023 establishes new standards for legislation regarding sexual violence. This personal case of Brisa’s ensures government accountability for child survivors and emphasizes the state’s responsibility to train all personnel at the national level who work directly with survivors of sexual violence.
As the Court stated in its ruling, “Brisa is someone deeply concerned with achieving protection and guarantees of non-repetition for the countless children currently drowning in their own suffering.” At its core, what Brisa seeks—and has always sought—is a safe and nurturing world for children.
